I haven't encountered this before because in the US it's very rare to have wheat starch in gluten-free products. From what I can Google, it's only relatively recently that the FDA has even allowed it, and the few GF products that do use wheat starch are mostly European.
So I'm probably not the only person who read that and went, "Wha--?"
